Questionnaire on the Code of conduct on horticulture and invasive alien plants

Context

In 2009, the European and Mediterranean Plant Protection Organization (EPPO) and the Council of Europe jointly drafted and published a European Code of conduct on horticulture and invasive alien plants. This Code of conduct, initially available in English and French, has also been translated in Spanish, Polish and Czech.

In 2009, EPPO and the Council of Europe organized a workshop to see how this Code of conduct might be implemented and provided recommendations in this regard (see http://archives.eppo.org/MEETINGS/2009_conferences/conf_codeofconduct.htm).
In order to assess the implementation of this Code of conduct within countries, EPPO, the Council of Europe and the European Environment Agency (EEA) are joining forces to launch an electronic questionnaire to gather information on this matter. The questionnaire is directed to the 50 National Plant Protection Organizations of the EPPO region (through EPPO), Ministries of the Environment of Member States of the Council of Europe, NGOs and the general public (through the Council of Europe and the EEA).

We invite you to take 20 minutes of your time to fill in this questionnaire so we can better assist our Member Countries in the implementation of the Code of conduct on horticulture and invasive alien plants. This questionnaire is open till the 31th of May.

1. Do you know the European Code of conduct on horticulture and invasive alien plants?

2. Is there a National Code of conduct on horticulture and invasive alien plants being implemented or planned to be implemented in your country based on the EPPO/CE framework?

6. Which co-partners are associated with the project? Please, describe each partner briefly and their role in the project. E.g. plant protection organizations, environmental organizations, nursery trade associations, etc.

Technicalities on the implementation

9. Which species are the object of the Code of conduct, and which criteria were used for establishing such list (e.g. on the basis of their spread capacity, impacts, distribution in the area considered)? Is it based on a standardized risk assessment protocol? If yes, is the result of the consensus list resulting from discussions with the horticultural profession very different from the scientific list?

10. Is the implementation of the Code of conduct linked to/complementing legislation on invasive alien plant(s)?

11. Please indicate the legislation and the species regulated.

12. What does the Code of conduct request from people implementing it (e.g. to remove some species from trade, to propose alternative species, to provide indications on the invasive behaviour of a species)?

13. Have incentives been set (e.g. private certification scheme, positive public image) and/or possible sanctions (e.g. fines, loss of reputation) aimed to encourage the use of the Code of conduct?

14. Will the code be reviewed and updated on a periodical basis (e.g. list of target species) to take into account progress of knowledge on invasive alien plants? How will it be organized?

15. Are side actions undertaken to prevent the spread of invasive alien plants (e.g. ensuring that green composting is done accurately, preventing the movement of soil contaminated by rhizomes of invasive alien plants, etc.)?
